If the qualified facility is still under construction, a Construction-In-Progress form (“CIP”) may be filed with Multnomah County for up to two years.  Filing for CIP must be done in the first two years, consecutively.  Note: Cancellation of Assessment does not apply to E-Zone-participating companies.

Each N/NE E-Zone company entered into Contract with PDC.  The Contract was signed after the application was submitted and reviewed by PDC. 

Each Portland E-Zone company must enter into a Written Agreement with PDC.  The Written Agreement will be signed after the application is submitted and reviewed by PDC. 

Each N/NE E-Zone company entered into a First Source Hiring Agreement (“FSA”) with WorkSystems, Inc.  Those contracts are now verified by Worksource Oregon Metro.  

Annual Compliance must be met every year in order to continue receiving annual exemptions.  Penalties may apply if compliance verification is not met by August 30.  Contract compliance is verified using the N/NE E-Zone Annual Compliance Workbook. Each company will receive a customized workbook in the first year of annual compliance, which occurs the year after the first exemption claimed was processed by the County Tax Assessor’s Office.

Procurement Plan compliance is verified on an annual basis.
