Through this Request for Proposals (this “RFP”), the PORTLAND DEVELOPMENT COMMISSION (“PDC”), the urban renewal agency for the City of Portland is seeking competitive proposals from qualified and experienced firms or teams (“Proposers”) to select for contract award a consultant team which will create and develop a framework plan for the Burnside Bridgehead site in the Central Eastside Urban Renewal Area (“Framework Plan” or “this project”). The Framework Plan will include such tasks as urban design; market, transportation, and construction cost analysis; sustainability planning; and public participation. PDC intends to award one (1) exclusive contract to the successful Proposer in connection with this RFP.
