Urban Renewal Plan: Plan

Overview

The Oregon Convention Center Urban Renewal Area (OCCURA*) was originally conceived and adopted to take advantage of the significant investment that was made in eastside MAX and the Oregon Convention Center.

Plans call for leveraging these important projects to facilitate the redevelopment of the Lloyd District, increase its economic viability and role within the central city and to improve its connection to the downtown. Strong consideration was given to connecting the benefits of developing the Lloyd District with the residents of Northeast Portland.

The boundary was amended in 1993, in response to the adoption of the Albina Community Plan to include NE Martin Luther King, Jr. Boulevard from Russel Street to Rosa Parks Way.

The OCCURA is divided into two primary areas, the Lloyd District and the MLK/Alberta Area. Please follow the appropriate link for more detailed information on projects or programs located in each area.

Oregon Convention Center Urban Renewal Advisory Committee

All committee meetings are open to the public. The Commission appoints members to represent a broad range of interests. The OCCURAC meets quarterly to discuss project prioritization and to make funding recommendations to the Portland Development Commission. Contact Kia Selley to find out the date of the next meeting.

How to Get Involved

The URACs represent a diverse composition of URA and citywide stakeholders. Members are often drawn from neighborhood and business associations, non-profit organizations, project partners, business owners and representatives, citywide civic groups, and citizens at large. URAC members are appointed by the PDC Board of Commissioners and can serve up to two consecutive three year terms.

The Commission is always looking for new community members who may be interested in serving on PDC advisory committees, whether the focus be on a specific urban renewal area, project or program. PDC encourages interested Portland citizens to apply by completing our online PDC Advisory Committee Application.
